A trillion-dollar layer needs a trillion-dollar foundation, and the foundation cannot be a surveillance one. Cities and the buildings inside them will be wired with sensors, but the sensors that survive the next decade will be the ones that answer the privacy question structurally - not the ones that ask the public to trust a retention policy.
